§ 17-179. Owner defined.

An owner of a motor vehicle within the meaning of this section is deemed to be the person in whose name the motor vehicle is titled, and any chattel mortgagee, secured party or assignee thereof and other lien holder whose lien has been filed in the office of the register of deeds prior to the commencement of suit.
