§ 15.7. Assessment for Cost of Removal or Abatement of Hazards and Nuisances.

The council may provide by ordinance a procedure for the removal or abatement of any
condition or act upon public or private property including, but not limited to, the
dereliction and dilapidation of buildings and other structures, the accumulation of
rubbish, snow and ice, noxious weeds, and any other condition which shall in the judgment
of the council constitute a public nuisance or a hazard to the health, safety, or
welfare of the inhabitants of the city. Any such procedure, except snow removal, weed
cutting, or other emergency procedure, shall include a requirement for notification
to the property owner shown in the current tax rolls of the city. Upon compliance
with these conditions, the city may proceed to have the condition or act removed or
abated, and assess all the costs thereof against the property. Such an assessment
shall be and remain a lien upon the property until paid, and may be enforced in the
same manner as provided for the collection of taxes.
