§ 15.2. Detailed Procedure to be Fixed by Ordinance.

The council shall prescribe by ordinance the complete special assessment procedure concerning the initiation of projects, plans and specifications, estimates of total costs, and expenses, notice of hearings, making and confirming assessment rolls, correction of errors, collection of special assessments, and any other matters concerning the making of improvements by the special assessment method, subject to the provisions of this charter. In any case where the provisions of this charter may prove to be insufficient to carry into full effect the making of any special assessment for a public improvement, the council shall provide by ordinance any additional steps or procedures required to effect the improvement by special assessment.
