§ 12.2. Establishment of Contract Procedures and Procedures for Purchase and Sale of Property and Services.

The council shall establish by ordinance or resolution contract procedures, and procedures for the purchase and sale of property and services by the city. These procedures shall not be in conflict with any state statute that specifically regulates contract procedures or the purchase or sale of property and services by a political subdivision of this state.
