§ 2-421. City manager.

The city manager shall see that all laws, ordinances, rules, regulations adopted by the commission and the provisions of this Code are properly enforced. He shall attend all meetings of the commission, regular and special. Unless otherwise provided by the commission, he shall appoint a qualified person as assistant manager who shall temporarily perform the duties of the manager during his absence or disability.
