§ 2-301. Continuation, composition, etc.

  • (a)

    The civil service board, heretofore created, is hereby continued. The civil service board shall consist of five (5) members to be appointed by the city council, all of whom shall have been registered electors of the city for a period of at least two (2) years immediately prior to the effective date of their appointment and shall believe in the merit system for city employment. All members shall serve without compensation.

    (b)

    Effective September 1, 1974, three (3) of such members shall be appointed for an initial term of two (2) years; effective upon the same date, the other two (2) members shall be appointed for three-year terms. The terms of the three (3) members appointed for two (2) years shall terminate September 1, 1976, and the terms of the two (2) members appointed for three (3) years shall terminate September 1, 1977. After the initial term of appointment, all five (5) members shall be appointed by the city council for the term of three (3) years.

    (c)

    Such members shall serve until their respective successors have been appointed and taken office. No member shall hold any other public office during his term. The civil service board shall at its organization meeting elect a chairman who shall serve a one-year term. Three (3) members of the board shall constitute a quorum for the transaction of business. No action of any kind shall be taken by the board, except on the affirmative vote of at least three (3) members. The civil service board shall determine its order of business for the conduct of its meetings. Vacancies occurring in the civil service board shall be filled in the same manner as regular appointments for the unexpired term. The city council may remove any member for malfeasance, misfeasance, removal from city, mental incompetency, physical disability or other good cause by an affirmative vote of five (5) members of the city council.
