§ 28-4. Interpretation and application.

  • (a)

    In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements. Where this chapter imposes a greater restriction than is imposed or required by other provisions of law or by other rules or regulations or provisions of this Code, this chapter shall control.

    (b)

    Words, phrases and terms defined in this chapter shall be given the defined meaning. Words, phrases and terms not defined shall be given their usual and customary meanings except where the context clearly indicates a different meaning. The word "shall" is mandatory and not permissive; the word "may" is permissive and not mandatory. Words used in the singular include plural and words used in the plural include the singular. Words used in the present tense include the future tense and words used in the future tense include the present tense. The text of this chapter shall control captions, titles and maps.

    (c)

    Diagrams are provided to assist in defining and clarifying terms and sections for illustration only. Where inconsistencies occur between diagrams and text, the text of this chapter shall control.
