§ 19-2. Department of parks and recreation.

The department of parks and recreation shall be headed by the director of parks, recreation and grounds, who shall have the duty to control and regulate the development, maintenance, management, and operation of the parks, except Ella W. Sharp Park, and all recreational facilities and recreation programs of the city. Personnel decision, including hiring, firing, staffing and supervision of all parks, recreation and grounds personnel, including those assigned to Ella W. Sharp Park, are the sole responsibility of the director of parks, recreation and grounds.
