It is hereby determined that the presence of any currently unregistered, dismantled,
partially dismantled or inoperable motor vehicle, or any part thereof, on any premises
within the city in violation of section 17-137 tends to result in deteriorated neighborhoods and an increase in criminal activity,
and as such, constitutes a public nuisance inimical to the peace, health, safety and
welfare of the citizens of the city.
