Article XII. PAWNBROKERS, SECONDHAND DEALERS, AND JUNKYARD OPERATORS |
§ 16-336. Reporting requirements; hours of operation.
(1)
Pawnbrokers shall transmit the record of transaction required by section 5 of the Pawnbrokers Act to the director of police and fire services (or designee) by electronic means over the internet to the website established by the city for this purpose. The city will provide information concerning the website. So long as the required information is transmitted by electronic means, the required statutory form need not be filled out by hand, but a short form with the right thumbprint of the individual pawning the item shall be maintained as required by the Pawnbrokers Act, with an appropriate reference to the transaction. If it is not possible for the person to provide his or her right thumbprint, then another specifically designated fingerprint shall be provided. Upon request, the short form containing the thumbprint shall be immediately provided to the director of police and fire services (or designee) or his/her designee.

No pawnbroker shall acquire any goods between the hours of 9:00 p.m. and 7:00 a.m.; nor from any person under the age of eighteen (18) years; nor from any person who is at the time intoxicated or known to be a habitual drunkard; nor from any person with the knowledge that such goods are stolen property. A pawnbroker shall not conduct business on Sunday.
