The city clerk is designated and authorized to issue, suspend, and revoke licenses
for persons, corporations, or firms to carry on the business of a pawnbroker pursuant
to 1917 PA 273, as amended, MCL 446.201 et seq., hereafter "the Pawnbrokers Act."
